7:00 p.m. - 8:00 p.m. Legislative Agenda 2026 Discussion of a proposed Virginia General Assembly legislative agenda

BACKGROUND SUMMARY:
Each year the Town Council adopts a Legislative Agenda to submit to the Virginia General Assembly for consideration. This is the first meeting to provide the Town Council Members with the opportunity to review last year’s Town Legislative Agenda and to discuss among Town Council what it may want to include in the Town’s 2026 Legislative Agenda.
OVERVIEW:
The Town Attorney has coordinated coordinated with the Town Council and Department Directors to prepare a draft legislative agenda for a discussion with the Town’s Delegate and Senator. On September 15th, the Town Council met in Work Session to provide preliminary input.
SUMMARY/STAFF IMPRESSIONS:
The starting point for this year’s legislative agenda will be what was passed by Town Council for the 2025 Legislative Agenda with consideration giving to actions taken by the 2025 General Assembly as it impacted the Town’s Legislative Agenda. Additional suggested items for consideration may be submitted by Town Council Members, Staff, and where applicable, the Town Attorney.

Provide additional direction for Town Attorney to facilitate drafting and ranking items for the 2026 Legislative Agenda.
This discussion should be a preview of the Public Hearing on the proposed Legislative Agenda, set for November 10th. This Conference Session that is intended to facilitate additional input from Senator Salim and Delegate Seibold before receiving public input. The General Assembly pre-filing deadline for legislation is earlier this year and is now set for December 1st.
