Comprehensive Plan Work Session - Review First Draft of Land Use Chapter

Body

At its May 28, 2025, work session, the Planning Commission will review the first draft of the Land Use chapter (Attachment 1) for the updated Comprehensive Plan.

This draft reflects input and analysis from multiple sources, including:

Updated data and conditions since the adoption of the current Comprehensive Plan in 2016

Community input received through public meetings, surveys, and online platforms

Internal feedback from Town staff and relevant departments

                     Input from Boards and Commissions

Edits provided by the Planning Commission’s Comprehensive Plan working group

Discussions from prior Planning Commission work sessions

Recommendations from other concurrent planning efforts, including the Parks Master Plan

The draft includes questions in the margin that staff recommends as discussion points. Some of the questions reference new draft policies that the Planning Commission will want to decide whether to include in the draft that will be released for the public hearing.

For reference, the following are also attached:

Attachment 2: TOV Current Land Uses Draft Map

Attachment 3: TOV Future Land Uses Draft Map

Attachment 4: The 2016 Comprehensive Plan

Please note that additional maps, figures, and data visualizations will be included in future drafts.

Staff requests that Commissioners review the draft and provide comments-particularly any proposed revisions or additions. Feedback will be incorporated into a revised draft to be presented at a future work session, along with other chapters, in preparation for release for public input.
