Body

The applicant, Carolyn Black-Bagdoyan, requests a conditional use permit to allow massage (myofascial release therapy) as an accessory use to an existing licensed home-based yoga studio at 605 Upham Place NW, in the RS-10 residential zoning district. The business has been operating since 2013 with clients entering through a side basement entrance and using available on-street parking. The proposed accessory use consists of fully clothed myofascial release therapy performed on a portable table, with all services by appointment only.

The request is consistent with the Comprehensive Plan's goals to support compatible home occupations and resident wellness and meets the Conditional Use standards in Section 18-305 of the Zoning Ordinance. Staff finds the proposal maintains residential character, does not adversely affect traffic, noise, or parking, and supports small business growth. Staff therefore recommend approval.
