Sept. 20, 2020 - Final Maple Avenue Multimodal Study report presented to Town Council.

Oct. 27, 2025 - Town Council adopted the 2026 Capital Improvement Plan (CIP) which included this project in FY26.

EXPLANATION AND SUMMARY:

Request:
The Department of Public Works (DPW) requests Town Council approval to award a Purchase Order to Rummel, Klepper & Kahl, LLP (RK&K) for the engineering design of the Lawyers Road and Church Street, NW, Intersection Reconfiguration Project in the amount of $217,917, plus a 25% contingency reserve, for a total authorization of $272,396 using the Town of Vienna on-call engineering services contract for local state and federal projects, RFP 23-17.

Background:
Based on the recommendation in the Maple Avenue Multimodal Study completed in 2020, the proposed project will reconfigure and realign the intersection of Church Street, NW, and Lawyers Road, NW, to improve the traffic flow and improve pedestrian safety. The project will reconfigure the existing single intersection into two smaller intersections (offset "T," option 2 of attachment 2). The reconfiguration also provides a more familiar intersection style compared to the existing configuration which will help with traffic flow and safety.

Fairfax County Department of Transportation has authorized the use of NVTA30 funds to complete the design and construction of this project as outlined in the 2026 Capital Improvement Plan.

Next Steps: If approved, DPW will begin the design phase of the project which will include community engagement meetings with businesses and residents.

Expected Completion Time Frame: Design will be completed in 2027, and construction will begin in 2028.
