Public hearing and recommendation to Town Council regarding an amendment to the site plan for Meadow Lane Park for new restrooms, on lot 0384 08C, located at 400 Courthouse Rd SW, in the Parks and Recreational (PR) zoning district.
Body
The Department of Parks and Recreation (DPR) has funding to replace the existing restroom facilities at Meadow Lane Park with modern facilities. The proposed project would involve demolishing the existing restrooms and replacing them with a new prefabricated building. The new building would increase the number of fixtures available to the public, from one each for men and women to two each. This change requires a change in the site plan for the park. Further discussion is provided in Attachment 1, the staff report.
The Town Code requires (Sec. 18-836.3) that "Any changes to site plans for properties zoned Parks and Recreational (PR) or Parks and Conservation (PC) must be approved by the Town Council."
The proposed site plan is Attachment 2.
(Sec. 18-836.9.B) Before the Town Council makes its decision, a proposed site plan must be reviewed for completeness and compliance by the Departments of Planning and Zoning (including the Zoning Administrator), Public Works, and Parks and Recreation. The application must then be transmitted to the Planning Commission for review at a public hearing, at which the Planning Commission shall hear from any member of the public that may wish to speak. The Planning Commission shall then "...make a recommendation on the application to the Town Council."
The code also requires that exterior modifications carried out in the PR zone be referred to the Board of Architectural Review (BAR) prior to approval. After multiple BAR discussions, the BAR approved the design of the restroom (Attachment 3) on March 21, 2024.
On February 26, 2025, the Planning Commission will hold a public hearing on this application and consider its recommendation to the Town Council.
