Consideration to Initiate Design of Robinson Trust Sidewalk Projects with Urban, Ltd.

EXPLANATION AND SUMMARY:
Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they aren't already planned or likely to be funded through grants or new construction.
The Department of Public Works (DPW) believes that these projects are important to make Vienna a more walkable community, and expanding the sidewalk network to link projects together will help provide safe, accessible routes. Additionally, these sidewalk projects will include ADA accessible ramps and new crosswalks. The new sidewalks with these safety amenities will allow more citizens including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy "getting around town" and reaching destinations.
DPW requests that the Council authorize DPW to utilize its On-Call Engineering Services Contract, RFP 19-01 with Urban, Ltd. to perform engineering design for the following projects.
* West side of Courthouse Road SW from Maple Avenue to 450 feet south of Maple Avenue - $ 48,000.00
* Hillcrest Drive SW from Kingsley Road SW to the cul-de-sac north of Meadow Lane SW- $ 47,100.00
The engineering design services for the Courthouse Road project will include a field survey and development of final design plans. The engineering design services for Hillcrest Drive will include a field survey and development of preliminary design concepts- an Engineering Design Report.
