Draft 2026 Comprehensive Plan Update - Public Comments and Discussion

The Planning Commission is in the process of updating the Town of Vienna's Comprehensive Plan. The last time the Plan was fully updated was 2016, though minor amendments were made in 2020. After significant input from the general public, and from boards and commissions; and after holding many work sessions to work through many questions, the Planning Commission approved a draft on September 24, 2025, for public input. The Commission also set a public hearing for November 12, 2025, and established that the period for written testimony would be open through December 1, 2025.
During the public comment period for the Draft 2026 Comprehensive Plan (September 25, 2025, through December 1, 2025), staff and the Planning Commission received comments from 24 individuals or representatives from Town committees through submissions received via online form or email; and four individuals spoke at the November 12 public hearing. These comments were compiled in an analysis of testimony wherein staff assessed each comment and provided recommendations in response to the testimony. (Staff received an additional comment letter from the Town-Business Liaison Committee on December 2, 2025, which is one day after the end of the comment period. The Planning Commission may choose to accept this letter into the record. Staff has not yet included this testimony in analysis within Attachment 03.)
The Planning Commission may choose to accept all, some, or none of staff's recommendations before the draft plan is presented to the Town Council; it may also recommend other changes not identified by staff.
