Comprehensive Plan: Key Policy Topics

Body

BACKGROUND SUMMARY:

Near the end of the September 11, 2024, Planning Commission meeting, the Chair raised the topic of holding a discussion on key topics that should be considered during the process of reviewing and updating the Town of Vienna’s Comprehensive Plan.

Afterwards, the Chair emailed out a list of draft topics for advanced review by the Planning Commission and invited members to add to, or amend, the list through a message sent directly to staff (not copying the rest of the Commission).

Staff has amended the initial list per that input.

OVERVIEW:

Attached to this report is the list of topics discussed above, edited a bit in substance and quite a bit in format. It is set up to permit staff to track the input from the Planning Commission during the discussion.

The purpose of raising these topics is so that the Commission can identify any items that will need more focus and policy development, and can therefore plan for that work during the review and updating process.

Staff suggests that the Planning Commission consider the following approach to the discussion:

1)                     Review the overall list to determine whether there are any topics that should be added or easily removed.

2)                     Determine for each item whether the topic should be sent first the appropriate sub-committee or whether you wish to discuss it as the whole Commission.

3)                     Discuss any of the topics that the Commission would like to discuss this evening.

RECOMMENDATION:

Staff recommends that the Planning Commission hold a work session on the key policy topics that need addressing in the review and updating of the Comprehensive Plan.
