CONSIDERATION OF THE PLANNING COMMISSION DRAFT ANNUAL REPORT FOR FISCAL YEAR 2026

This agenda item brings forward a draft of the Planning Commission Annual Report for Fiscal Year 2026, which is provided as Attachment 1.
The Planning Commission is invited to review the draft and determine whether you would like to approve this Annual Report or direct staff to make changes. If the Commission is ready to approve the document, either as presented or subject to changes, the Commission could vote to approve the plan, which will then be sent to the Town Council.
Background
Pursuant to Virginia Code ?15.2-2221.5, the local planning commission shall "make recommendations and an annual report to the governing body concerning the operation of the commission and the status of planning within its jurisdiction."
Section II.C. of the Planning Commission Bylaws states that, "The Planning Commission shall prepare a written Annual Report to the Town Council, and, at the direction of the Town Council, present said report to the Town Council."
As indicated above, Attachment 1 is the updated draft Planning Commission Annual Report for Fiscal Year 2026 (July 1, 2025 - June 30, 2026) prepared for the Commission's review. In prior years, annual reports were prepared on a calendar year basis. To align with the Town's budget cycle, all boards and commissions are now presenting reports by fiscal year.
The draft report includes:
* Motions and votes for each action taken.
* Summaries of meeting content.
* Identification of public hearings.
* Records of recommendations forwarded to the Town Council.
As this is the Planning Commission's report, the Commission may make any changes it deems appropriate.
For reference, the FY 2025 Planning Commission Annual Report is provided as Attachment 2.
