EXPLANATION AND SUMMARY:
The Proposed Capital Improvement Plan (CIP) for Fiscal Years 2028-2042 is presented for the Town Council's review and discussion. The proposed plan has been developed through a collaborative process involving Town departments, the Budget Committee, the Finance Department, and the Town Manager to ensure it reflects the Town's long-term capital priorities and financial sustainability.
The proposed CIP incorporates and provides funding for all known capital improvement needs identified during the planning process. It is based on conservative financial assumptions and includes updates to project costs, schedules, funding sources, and priorities since the last adopted CIP. The document also provides an overview of projects currently underway, summarizes key changes from the previously adopted plan, and includes detailed project description sheets for the proposed 2028 and 2030 bond-funded projects.
This Work Session is intended to provide the Town Council with an opportunity to review the proposed CIP, discuss project priorities and funding assumptions, and provide policy direction prior to consideration of adoption.
