EXPLANATION AND SUMMARY:
Fairfield Enterprises, LLC, was awarded an Invitation for Bid (IFB) 24-17 to complete building improvements to the Nutley Property Yard. The original scope of work was $48,690, PO 20250122. Unforeseen conditions in the interior work related to electrical work and flooring caused change orders of $17,534. Additional unforeseen conditions in exterior work related to leveling the garage floor, painting, waterproofing windows and replacement of a window caused change orders of $28,849. This results in a total project cost of $95,073. Since the work is not yet complete, a contingency of $11,000 is added to the total project cost. Funding is available with ARPA.

The Nutley Property Yard office and garage are in very poor condition. The office has experienced repeated flooding, leading to significant mold issues. To address this, exterior drainage improvements and waterproofing were implemented, along with mold remediation in the office area. Public Works vacated the Nutley Property Yard in 2002, moving to the newly constructed Northside Property Yard. Since then, the Nutley Property Yard garage has accumulated multiple tripping hazards, poor lighting, layers of dirt and grime on walls from floor to ceiling, and outdated equipment left behind. The planned improvements will create a mold-free, safe, and more inviting workspace.

Next Steps:
If Council approves the recommendation, the Parks & Recreation Department will issue a change order to Fairfield Enterprises, LLC, to complete the improvements to the Nutley Property Yard office and garage.

Expected Completion Time Frame:
Improvements to be completed by December 2024.
