Tree Advocacy Committee Recommendations to Council (15 Minute Presentation)

BACKGROUND SUMMARY:
The Vienna Tree Advocacy Committee (TAC) was established by the Vienna Town Council following adoption of updates to the Town’s Tree Preservation Ordinance. The Committee serves in an advisory capacity, providing research and recommendations to Council and Town departments regarding preservation, enhancement, and long-term sustainability of the Town’s tree canopy.
OVERVIEW:
In support of the Town’s goal to restore and sustain its tree canopy, TAC submits the attached recommendations for Council review and discussion. The proposals reflect the Committee’s assessment of current canopy conditions and identify potential policy, programmatic, and ordinance enhancements to strengthen preservation efforts and improve long-term canopy outcomes.
SUMMARY/STAFF IMPRESSIONS:
Staff appreciates TAC’s work and notes that the recommendations are consistent with Council’s previously stated policy direction when updating the Tree Preservation Ordinance and establishing TAC as an advisory body.
The proposals aim to:
• Strengthen preservation of mature trees
• Enhance canopy restoration efforts
• Refine existing ordinance and implementation practices
Several recommendations will require additional evaluation of fiscal impact, staffing capacity, enforcement considerations, and potential code amendments before implementation.
