On Sept. 26, 2022, Town Council approved awarding the design contract to Whitman, Requardt & Associates.
Town Council ARPA discussions and work sessions throughout 2023 and 2024, which approved funding for this project.
EXPLANATION AND SUMMARY:
Request:
The Department of Public Works (DPW) requests that the Council authorize the award of a purchase order to US Concrete and Paving Inc. for the construction of the Manvell Road, SE, Drainage Improvement Project in the amount of $366,227 utilizing the On-Call Roadway Maintenance Contract (IFB 23-33), plus a 20% contingency, for a total authorization of $439,472.
Discussion:
Manvell Road, SE, has significant recurring stormwater drainage issues between Park Street and Glyndon Street, SE. This project includes 715 feet of concrete curb and gutter along the west side of the street with five storm drain inlets and 195 feet of storm drain sewers to alleviate the drainage issues. Additionally, the project also includes 330 feet of curb, gutter and sidewalk along the east side of the street, which will connect to existing sidewalk on Park Street and Manvell Road, SE.
Community Engagement:
This project scope was initially developed based on resident feedback on their drainage issues along Manvell Road, SE.
On Sept. 7, 2022, property owners and residents were notified that the engineering design award was being presented to Town Council on Sept. 26, 2022.
On Oct. 11, 2022, property owners and residents were notified of upcoming survey efforts by Rice Associates over the next six weeks for the design of this project.
On Oct. 10, 2023, DPW hosted a public meeting where a concept design was presented to residents and their feedback was received and incorporated to their final design.
