EXPLANATION AND SUMMARY:
First Baptist Church of Vienna, located at 450 Orchard St., NW, has occupied the subject property since 1957. The existing church building was constructed in 1957 and expanded with a two-story addition in the 1990s pursuant to approved Conditional Use Permit (CUP) approvals.

Over time, additional site improvements including parking expansions, accessory storage sheds, and an internal access drive were constructed. Some of these improvements occurred without formal site plan approval, resulting in the current site exceeding the maximum permitted lot coverage under the Zoning Ordinance.

No additional buildings, building expansions, or new land disturbance are proposed as part of this request. The application addresses existing site improvements that support the ongoing operation of the church and its community functions.

Attachment 1 is the Staff Report, which provides a description of the request, project background, site context, applicable regulations, and staff evaluation. The other attachments, which are enumerated in Attachment 1, provide supporting materials, including the formal application, site plans, photographs, historic aerial imagery, and relevant regulatory provisions.

The Board of Architectural Review reviewed the existing sheds and approved them as presented on Feb. 19, 2026. The Planning Commission reviewed the request on Feb. 25, 2026, and unanimously recommended approval of the requested modification of site plan requirements to permit 48.5 percent lot coverage.
