8:30 - 9:00 PM Public Hearing on the Town's 2026 Legislative Agenda

BACKGROUND SUMMARY:
Each year the Town Council conducts a public hearing to receive public input on the Town's Legislative Agenda to submit to the Virginia General Assembly for consideration. The Draft proposed Legislative Agenda has proposed legislative actions/positions and one (1) funding request.
OVERVIEW:
The Town Attorney has coordinated with the Town Council and Department Directors and prepared a draft legislative agenda. On September 15th, the Town Council met in Work Session to provide preliminary input. On October 20th the Town Council met with Town's state Delegate and state Senator to also receive preliminary input. The Town Council Members each provided proposed rankings and the proposed agenda items have been ranked accordingly. The General Assembly pre-filing deadline for legislation is earlier this year and is now set for December 1st.
SUMMARY/STAFF IMPRESSIONS:
The starting point for this year's legislative agenda was what was passed by Town Council for the 2025 Legislative Agenda with consideration giving to actions taken by the 2025 General Assembly as it impacted the Town's Legislative Agenda. Additional suggested items for consideration were submitted by Town Council Members, Staff, and where applicable, the Town Attorney.
RECOMMENDATION:

TOWN ATTORNEY RECOMMENDATION: The Town Attorney recommends the Town Council conduct a public hearing and adopt a 2026 Legislative Agenda in its discretion.
Town Manager's Recommendation: I recommend the Town Council close the public hearing and approve the 2026 Town of Vienna Legislative Agenda, as presented.
