EXPLANATION AND SUMMARY:
On Sept. 29, 2025, the Town Council reviewed a set of proposed updates to Chapter 18 - Zoning and Subdivision.

At the conclusion of the Sept. 29 discussion, the Town Council voted to refer the items to the Planning Commission for its review and recommendation. On Oct. 8, 2025, the Planning Commission heard a staff presentation on the proposed changes and then held a discussion. On Dec. 10, 2025, the Planning Commission held a public hearing and then completed its review and recommendations.

The next step of the process is for the Town Council to hold a public hearing on the proposed changes, whose date may be set through a vote this evening.

Attachment 1 is the staff report that can be used as a guide to the changes.
Attachments 2-7 provide excerpts from Chapter 18, with the changes identified.
Attachment 8 provides the relevant Virginia Code changes to which the Town needs to respond.

The material will be updated as necessary for the Jan. 26 Town Council meeting and public hearing, in particular to include the Planning Commission recommendation memorandum.

Board or Commission of Interest:
To make changes to zoning regulations, the Town Council is required under State law and the Town Code to refer the proposed changes to the Planning Commission for its consideration and recommendations. The Town Council has done so.

Departmental Recommendation:
The Department of Planning and Zoning recommends that the Town Council set a public hearing for Jan. 26, 2026.
