Request to award Beulah Road Phase II sidewalk design contract.

EXPLANATION AND SUMMARY:
At the March 17, 2014 meeting Town Council postponed action on this item to allow time for Council Members to visit the site without the ground covered in snow.
Town Council recently approved a three-lot subdivision at 350 Church Street NE and awarded a sidewalk construction contract to fill in the missing links along Beulah Road NE from Maple Avenue to Church Street. Council directed staff to develop a project to join the two new sidewalks.
VDOT has agreed to a "Beulah Road Phase II" project funded with the remaining $72,923 Walk to Downtown CMAQ grant allocation.
RDA submitted the attached proposal to survey and design sidewalk, curb, gutter and drainage structures along the frontages of 360 and 364 Church Street NE for $41,000. As an option, the design can be continued to the next cross street, Ayr Hill Avenue NE for a total of $44,929, see attached map.
Departmental Recommendation: Award a $47,500 (quote + 5%) contract to finish the design to Ayr Hill Avenue NE.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: The contract with Rinker Design Associates under RFP 12-01 is current.
Town Attorney Recommendation: The Town has an engineering services contract with Rinker Design Associates and the Town Council may authorize the proposed expenditure in its discretion.
Town Manager's Recommendation: I recommend the Town Council award a $47,500 Beulah Road Sidewalk Phase II design contract to Rinker Design Associates as presented.
