Request acceptance of Maple Avenue traffic signal easements.

EXPLANATION AND SUMMARY:
Town Council authorized the preparation of the traffic signal reconstruction final design at Maple Avenue and Center Street, plus Maple Avenue and Courthouse/Lawyers Road in November 2013. The existing signal heads do not line up with the traffic lanes, causing motorist confusion. Overloading of the existing 2-pole configuration requires a 4-pole design.
Town Council approved easements from other property owners for the project last year. The recently completed Rinker Design Associates design includes additional traffic conduit and other facilities on the corner of the Patrick Henry Library property, 101 Maple Avenue East, and the Vienna Shopping Center property, 180 Maple Avenue West (formerly Magruders). Both property owners have donated a permanent easement for the facilities and temporary easements during construction.
Acceptance of the easements is recommended. Staff is preparing the bid package for spring construction.

Town Attorney Recommendation: In order to install certain new traffic control equipment on Maple Avenue, the Town requires dedications and/or easements to install the equipment in areas where there is insufficient right-of-way. The Town Attorney recommends approval of the proposed easements.
Town Manager's Recommendation: I recommend the Town Council accept easements at 101 Maple Avenue East and 180 Maple Avenue West as presented.
