Request for approval of Cottage Street SW Sidewalk design contract.

EXPLANATION AND SUMMARY:
The Virginia Department of Transportation (VDOT) recently approved Vienna's 2013 Safe Routes to School (SRTS) grant request for a new sidewalk on the west side of Cottage Street SW, from Locust Street to Moore Avenue. This project was the top priority in the December 2012 Vienna Elementary School Travel Plan.
SRTS grants now require a 20% local contribution; therefore the $241,500 VDOT funding is matched by $60,375 in Town funds, CIP account 388437-48801.
RDA submitted the attached $54,840 proposal to survey and design the sidewalk.
Departmental Recommendation: Award a $58,000 (quote + 5%) design contract to RDA.
Finance Recommendation: Recommend Approval.
Purchasing Recommendation: The Town's Contract with RDA under RFP 12-01 is current.
Town Attorney Recommendation: The Town has a design contract with Rinker Design Associates and the Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council award $58,000 for the Cottage Street SW Sidewalk design contract to Rinker Design Associates as presented.
