Request approval to purchase sand for road treatment during inclement weather.

EXPLANATION AND SUMMARY:
The long winter and slow deliveries of road salt have required snow fighters to use a sand/salt mix. Traditionally, a few hundred tons of sand is adequate for a normal winter. After the first December storm and the prediction of a severe winter, Public Works received quotes and ordered 200 tons of sand, at $25.25/ton from the low bidder, Gudelsky Materials for $5,050.00.
After subsequent storms depleted our supply, the attached Waiver and Emergency Procurement was approved for 300 additional tons of sand. The grand total for FY 13/14 for 500 tons of sand is $12,635.00, requiring approval by Town Council.
Departmental Recommendation: Approve the purchase.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Purchasing Requirements have been met.
Town Attorney Recommendation: The Town Council may approve the proposed contract modification and expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the purchase of 500 tons of sand from Gudelsky Materials as presented.
