EXPLANATION AND SUMMARY:
The unusually cold and extreme weather conditions this winter have caused a large number of potholes requiring repair with cold-mix asphalt. Preferred hot-mix asphalt is not always available because asphalt plants close down during periods of prolonged freezing temperatures.
A Waiver and Emergency Procurement was approved for a $3,000.00 increase to BPO 140006 with Superior Paving Corporation, the approved vendor for cold-mix asphalt under terms and conditions of IFB 12-03.
Departmental Recommendation: Approve the purchase.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Purchasing requirements have been met.
Town Attorney Recommendation: The Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the increase to the Blanket Purchase Order 140006 with Superior Paving Corporation for the purchase of cold-mix asphalt as presented.
