Recommend approval of Memorandum of Understanding (MOU) between the Town of Vienna and the Vienna Business Association for the 2014 Vienna Oktoberfest.

EXPLANATION AND SUMMARY:
The Town of Vienna and the Vienna Business Association (VBA) have agreed to enter into a Memorandum of Understanding (MOU) for the Vienna Oktoberfest to be held on Saturday, October 4, 2014. The agreement is essentially the same as last year. Due to the volunteer work of the VBA Oktoberfest Committee, the 2013 Oktoberfest was a monumental success. The VBA will reimburse the Town for services related to the set-up, day of, and break-down of the event. The VBA has also agreed to continue sponsorship of the Vienna Halloween Parade and Vienna First Night. Agreements for those two events will follow at a future date when more information is available.
Departmental Recommendation: The Parks and Recreation Director recommends that the Town enter into a Memorandum of Understanding with the Vienna Business Association for the 2014 Vienna Oktoberfest.

Town Attorney Recommendation: The Town Council may approve the proposed MOU in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve of a Memorandum of Understanding between the Town of Vienna and the Vienna Business Association for the 2014 Vienna Oktoberfest as presented.
Cost and Financing: Town personnel costs will be reimbursed by the VBA.
