Request For approval of MOU Between Vienna Little League and the Town of Vienna for the use of Yeonas Park During the 2014 July 4th fireworks display.

EXPLANATION AND SUMMARY:
For the past several years the Town has been hosting the July 4th fireworks display at Southside Park. In order to adequately host the fireworks show at Southside, we are required to use Yeonas Park for spectator viewing. Mr. Bill Cervenak, President of Vienna Little League, and the Board of VLL have given permission for the Town to continue using Yeonas Park. The memorandum of understanding is attached and no major items were altered. The Parks Maintenance Division will complete the clean-up of Yeonas Park in time for the next day's activities. In addition, the Town will require Bay Fireworks to provide a certificate of insurance naming Vienna Little League as an additional insured for the duration of the event.
Departmental Recommendation: The Parks and Recreation Director recommends approving the MOU and authorizing the Mayor or Vice Mayor to sign.

Town Attorney Recommendation: The Town Council may approve the proposed MOU with Vienna Little League in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the 2014 Memorandum of Understanding between the Vienna Little League and the Town for the use of Yeonas Park on July 4th for the Town's annual Independence Day celebration.
