Public Hearing on FY 2014-2015 Proposed Budget.

EXPLANATION AND SUMMARY:
The Town Manager's Proposed Budget for Fiscal Year 2014-2015 has been presented to the Vice-Mayor, Town Council and residents. The Proposed Budget has been reviewed by Town Council during their Work Sessions of March 22, and March 24. April 7 is the date that has been set and published for the Town of Vienna residents to give public input.
Proposed Budget for Fiscal Year 2014-15 Town of Vienna Budget, in the total amount of $32,467,880 and detailed as follows:
$22,398,700 for General Fund expenditures,
$2,702,640 for Debt Service Fund expenditures,
$7,121,000 for Water and Sewer Fund expenditures,
$245,540 for Stormwater Fund expenditures,
for the fiscal year beginning July 1, 2014 and ending June 30, 2015.
The Proposed Budget is based upon the Real Estate Tax Rate at $0.2288 per $100 valuation; Banket Capital at $0.80 per $100 valuation and Utility Tax for residential at the rate of 20% of the first $15.00 and Commercial at the rate of 15% of the first $300.00.
Departmental Recommendation: Recommend a Public Hearing to hear from the residents of Vienna concerning the FY2014-2015 Proposed Budget.

Purchasing Recommendation: N/A
Town Attorney Recommendation: In accordance with the Town Charter and State code requirements, the Town Attorney recommends the Town Council set a public hearing to consider adoption of the proposed Town Budget for FY2014-2015.
Town Manager's Recommendation: I recommend the Town Council close the public hearing and direct the Town Clerk to advertise the Notice of Intent to Adopt at the Council Meeting of May 12, 2014 as presented.
