Consideration of Solid Waste Management Plan 5-Year Update.

EXPLANATION AND SUMMARY:
The Virginia Department of Environmental Quality requires updates of each community's Solid Waste Plan on a 5-year cycle. Some highlights from our 2015 plan:
· Vienna continues a high rate of recycling
· Successful implementation of single-stream recycling since the last plan update
· Successful implementation of same-day bulk item removal to replace Special Pickups since last plan update
· Approval of long-term solid waste disposal contract with Fairfax County
We plan to continue to improve sanitation service by streamlining publicity and the ability for citizens to interface on-line. In the most recent citizen survey, Vienna residents registered a high level of satisfaction with the current refuse and recycling program; no major changes are anticipated.

Town Attorney Recommendation: The Town of Vienna Code Chapter 13A covers refuse storage, collection and disposal within the Town limits. Section 13A-3 permits the Director of Public Works to administer and promulgate supplemental rules and regulations in support of Chapter 13A. The Town Council may approve the proposed Solid Waste Management Plan in its discretion.
