Approval of Transportation Safety Commission recommended lane striping at the 400 block of Center Street N.

EXPLANATION AND SUMMARY:
During a meeting of the Transportation Safety Commission (TSC) on November 25, 2014 a public hearing was held on a citizens' petition seeking traffic calming measures on the 400 Block of Center Street N. Following extensive public comment and then discussion among the TSC members, the TSC requested installation of a speed limit sign as traffic enters the Town and lane striping between the travel lane and parking lane. An additional speed hump was not recommended because Center Street North is an emergency route.
The proposed striping will be done next fiscal year by R.J. Merkel, the roadway striping contractor based upon their contract renewal pricing for FY 2016.
Departmental Recommendation: DPW will install the speed limit sign and believes the lane striping will be a good addition to this portion of Center Street N., therefore approval is recommended.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town may approve the proposed traffic calming measures on Center Street N in the discretion of the Town Council. With respect to the increased fines for speeding violations, the maximum fine for a traffic infraction is $250. The Town could issue citations consistent with Virginia Code Section 46.2-874.1 to impose an additional civil penalty of $100; however, the Town would have to post specific signs to enforce that penalty provision.
Town Manager's Recommendation: I recommend the Town Council approve the installation of the TSC recommended lane striping in the 400 Block of Center Street, North as presented.
