BACKGROUND SUMMARY:
Our MS4 Permit requires the Town to develop a Chesapeake Bay TMDL (Total Maximum Daily Load) Action Plan by June 30, 2015 and submit to DEQ with the FY15 annual report.  The Town of Vienna, along with the Town of Herndon, has entered into an MOU with Fairfax County to develop a Joint Chesapeake Bay TMDL Action Plan. Staff has been working with Herndon and Fairfax County staff and the County's consultant, AMEC Foster Wheeler, over the last few months to develop a draft Plan.
OVERVIEW:
David Bulova, Project Manager, with AMEC Foster Wheeler will present to Council the draft Plan as well as provide an annual briefing of our overall MS-4 Program Plan.  While the focus of the MS4 permit is on pollution prevention, the permit also contains special conditions that require the Town to develop clean-up "action plans" for impaired streams where a TMDL assigns a waste load allocation (WLA) to the Town that has been approved by the State Water Control Board.  A TMDL WLA establishes the maximum amount of a pollutant that can enter a water body without violating water quality standards.  Pollutant reductions that must be addressed in the Chesapeake Bay TMDL Action Plan include total nitrogen, total phosphorous, and sediment.
 
SUMMARY/STAFF IMPRESSIONS:
DPW staff has been working closely with AMEC Foster Wheeler, Fairfax County staff and Town of Herndon staff to develop a comprehensive Action Plan that we believe represents our best effort in meeting the required pollution reductions.
RECOMMENDATION:
No Action by Council is requested.
