Westbriar Drive NE Sidewalk Construction Contract Award.

EXPLANATION AND SUMMARY:
At the January 7, 2013 meeting Town Council awarded a survey and design contract for several projects as part of a Federal Highway Administration TSCP, Walk to Downtown Sidewalks Grant. These projects connect residential neighborhoods to the commercial corridor. The Maple Avenue Service Road East and Wade Hampton Drive SW were built as part of this grant.
The purpose of this project is to install sidewalk on the north side of Westbriar Drive NE. There is an existing walk from the sidewalk on Old Court House Road NE to St. Bernard Drive NE. The proposed project will complete the sidewalk from St. Bernard to the sidewalk on Maple Avenue. Governing boards of both adjacent property owners, the Emmaus Church and Westwood Country Club have approved the design and granted permanent easements for the improvements. To minimize disturbance, the curb will be moved eliminating the seldom-used, north side parking lane from St. Bernard to the sharp curve.
The Purchasing Agent received five bids for the project on April 8, 2015. Award is recommended to the lowest bidder, Sagres Construction, a responsible and responsive bidder.
Departmental Recommendation: Award a $310,000 construction contract ($297,525.76 bid + 5%).
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town may award the proposed sidewalk construction contract to the lowest responsive bidder in the discretion of the Town Council.
Town Manager's Recommendation: I recommend the Town Council award $310,000 for the Westbriar Drive NE sidewalk construction contract to Sagres Construction as presented.
