Park and Locust Street SE Mini-Roundabout Design Award.

EXPLANATION AND SUMMARY:
We have received notice of award of an Accelerated Innovation Deployment Demonstration (AIDD) grant in the amount of $211,200 with a 20% local match to design and construct a mini-roundabout at the existing intersection of Park and Locust Streets SE. The award serves as an incentive to improve safety for pedestrians and bicyclists, reduce congestion, and increase capacity without the need of acquiring additional right-of-way. The attached proposal under RFP 12-01 in the amount $47,598 from Rinker Design Associates (RDA) includes field survey, design and construction support services. DPW staff recommends awarding a contract to RDA in the amount of $50,000 which includes the proposal amount plus 5% contingency.
Departmental Recommendation: Recommend approval
Finance Recommendation: Recommend approval contingent upon VDOT approval/award, assumption of 100% funding from grant.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town has solicited requests for proposals for the design of a proposed mini-roundabout and the Town Council may award the design contract to Rinker Design and Associates in its discretion.
Town Manager's Recommendation: I recommend the Town Council award a $50,000 design contract to Rinker Design Associates for the Park and Locust Street mini-roundabout design as presented, contingent upon receiving official confirmation that the grant is approved.
