Request to award Ayr Hill Avenue NE sidewalk design contract.

EXPLANATION AND SUMMARY:
At the September 17, 2012 meeting, Town Council approved a $1,000,000 VDOT Revenue Sharing grant application for new sidewalks on:
· Ayito Road SE - final design sent to owners, summer construction
· Ayr Hill Avenue NW - recommend award of design contract
· Glyndon Street NE - construction contract awarded
· John Marshall Drive NW - in design, Council added Holmes intersection
· Lewis Street NW - canceled
· Moore Avenue SE - not started
· Ninovan Road SE - completed
· W&OD Trail connections - completed
Approximately $600,000 of the grant is currently unassigned and will more than fund construction of the Ayito Road SE and John Marshall NW improvements. VDOT would like to see all grant funds spent or committed by the end of the year.
We propose awarding a survey and design contract to RDA for sidewalks on both sides of Ayr Hill Avenue NW from Dominion Road to Lawyers Road NW as an extension of the recent sidewalk project at the Vienna Train Station, Ayr Hill Avenue NW between Dominion and Mill Street. The newly built sidewalk provides a safe route for pedestrians walking to the businesses on Mill Street and Dominion Road, plus access to the regional trail and Train Station.
The recommended Ayr Hill project has the challenges of controlling the drainage and eliminating the existing ditches, plus accommodating the steep bank up to the church parking lot. The Ayr Hill and Center Street intersection is tight, yet needs to accommodate trucks, school busses and handicapped ramps. Recently a qualified petition from Ayr Hill residents was presented to the TSC. After a public hearing the TSC adopted a motion requesting "a full engineering study" of Ayr Hill Avenue from Dominion to Lawyers Road.
RDA submitted the attached $60,633 proposal to survey Ayr Hill Avenue NW, evaluate the watershed and design sidewalk, curb, gutter and drainage structures between Dominion and Center, with the option to design the full length from Dominion to Lawyers for $99,720. Although it is desirable to continue the project up to Lawyers Road NW, there will not be funds available to construct with this grant. However a finished design with engineer's estimate provides a strong foundation for a future grant application and can be used to guide any subdivision or redevelopment improvements on the street.
Departmental Recommendation: Award a $104,000 (quote + 5%) contract to finish the design of Ayr Hill Avenue NE between Dominion and Lawyers.
Or award a $64,000 (quote + 5%) contract to finish the design of Ayr Hill Avenue NE between Dominion and Center.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town has a contract with Rinker Design Associates for engineering services and the Town Council may award the proposed contract in its discretion.
Town Manager's Recommendation: I recommend the Town Council award $104,000 for the Ayr Hill Avenue NE between Dominion and Lawyers design contract as presented.
