Contract Renewal for Sungard Public Sector ASP Hosting Fees

Explanation and summary:
On May 31, 2012 Council approved a waiver of competitive purchasing for Sungard Public Sector computer hosting (also referred to as "ASP"). Sungard is the computer system the Town uses for General Ledger, Purchasing, Budgeting, Accounts Payable, Payroll, Cash Receipting, Employee Access Center, Real Estate billing and Vehicle License billing. This is the final year of a three year and nine month contract that guarantees no price increase on the base hosting fee of $50,100 annually through June 2016. The Town's contract also includes maintenance on eight systems modifications for Real Estate and Vehicle License billing. Six of these items from prior years are subject to a 3% increase. Two were added in FY 2014- 2015 and are not subject to a price increase in 2015 - 2016. The total cost of the modifications is $6,101.33 for fiscal year 2015 - 2016.
The maintenance for Sungard during the fiscal year 2015-2016 is needed although Tyler Munis will have begun implementation. The Tyler Munis implementation is expected to be completed by the end of fiscal 2016, and during that time Sungard will continue to be used for various systems prior to conversion.
The total contract renewal fee for 2015 - 2016 is $56,201.33
