Old Courthouse Road NE Fairfax County Agreement and Design Contract Award.

EXPLANATION AND SUMMARY:
The Fairfax County Transportation Priorities Plan includes pedestrian improvements on the west side of Old Courthouse Road NE within the Town of Vienna and eastward to connect to the existing sidewalk near Gosnell Road. Curb & gutter with drainage improvements are included to eliminate the roadway ditch. The County's estimated $1.6 million project funding includes CA&I taxes collected by the County from Town businesses. Town Council recently approved a design contract for a new Safe Routes to School sidewalk on Old Courthouse Road NE from the Town line to the western side of Westbriar Court NE. The proposed County project will extend our project. The Westbriar Elementary School, Safe Routes to School Committee has recommended the full sidewalk project.
Staff recommends approval of the attached $200,000 agreement with Fairfax County to fund survey and design of the project. Upon completion of design an additional agreement will be developed for the construction.
Our engineering consultant, Rinker Design Associates (RDA) provided the attached quote to extend the design contract awarded by Council to include the full project. Because Fairfax County is requiring a full review by the Land Development Section and Fairfax Water, additional consultant time is built into the estimate. VDOT review is also required for the section near Gosnell. We recommend approval of the engineering design contact with RDA.
