Award Ayito Road SE Sidewalk and Road Reconstruction Contract.

EXPLANATION AND SUMMARY:
As a result of a citizen petition, Town Council included a project to install a concrete sidewalk, curb & gutter and street reconstruction on Ayito Road SE from Glyndon Street to Kerge Court to a VDOT Revenue Sharing Grant application. In September 2013 Council held a public hearing and awarded a design contract for the project. The improvements will be in the public right-of-way and all effected property owners have returned signed Rights-of-Entry documents to allow restoration.
On June 18, 2015 four (4) bids were received for IFB 16-03 Ayito Road SE Sidewalk and Road Reconstruction. Sagres Construction of Lorton, VA has been determined to be the lowest responsive and responsible bidder with a total bid amount of $267,088.75.
Individual account numbers were established for each project included in the initial VDOT Revenue Sharing Grant. A separate motion is needed to transfer funds for the Ayito Road construction.
Departmental Recommendation: Recommend a $280,500 (bid amount + 5% contingency) construction contract award.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town has competitively bid the proposed sidewalk construction and the Town Council may approve the expenditure of funds and award the proposed contract to the lowest responsive bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council transfer $80,000 as presented to fund the Ayito Road project.
