Award alteration of Town Hall rear parking lot engineering contract to Urban, Ltd.

EXPLANATION AND SUMMARY:
The Town Hall rear parking lot drive aisle is larger than standard design. Reducing the drive isle and moving the west parking stalls provides the opportunity to create a small water quality facility (BMP) in the new green space at the far side of the lot. The water quality improvement credits can then be used for future Town projects.
A new BMP facility would be a practical example of improving water quality in urbanized Vienna. This centralized location would be accessible for local school and organizations education programs. Reducing the drive aisle width will help reduce speeds of cut-through traffic. The new green space could also be used as passive recreational space with park benches or picnic tables.
Attached is a proposal from Urban, LTD in the amount of $29,000 to provide the engineering and landscaping design. Utilizing RFP 13-05, approval of a $30,500 contract (quote + 5%) is recommended from the Stormwater Fund.
