Request to increase funding for Village Green Shopping Center Storm Drainage Design Contract.

EXPLANATION AND SUMMARY:
The merchants at the Village Green Shopping Center experienced repeated flooding from the public storm drains into their stores during heavy rain events. On June 18, 2012 the Council awarded a contract to Wiley Wilson for a drainage assessment with various improvements options.
The 2014 Capital Improvement Plan includes funds for project design and construction. On June 2, 2014 Council approved a $70,000 final design contract with Urban, LTD under RFP 13-05 for the project.
Over the course of preliminary engineering the engineer has identified downstream constrictions in the storm drain system near Booze Plumbing and outside of the original scope of the project that appear to contribute the flooding experienced at the Village Green Shopping Center. The engineer is recommending a more detailed study of the downstream system. We recommend approval of an additional $10,000 engineering study of the downstream system.
Departmental Recommendation: Recommend approval.
Finance Recommendation: Funded through FY14 Bond Issue (project 300409). Recommend approval.
Purchasing Recommendation: Recommend Approval
Town Attorney Recommendation: The Town has a contract with Urban, LTD and the Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council award an additional $10,000 for the Village Green storm sewer design contract to Urban, LTD under RFP 13-05 as presented.
Cost and Financing: $10,000.00, in addition to the $70,000.00 already allotted.
