Change Public Works Inspector Position from Part-Time to Full-Time.

EXPLANATION AND SUMMARY:
The Public Works Administration Division includes a Civil Engineer position as Construction Manager for all transportation grant projects; millions of dollars annually. Currently the Follin Lane SE, Ayito Road SE, Glyndon Street NE, and the two Maple Avenue traffic signal rebuilds are under construction. The Vienna Train Station sidewalks, Westbriar Drive NE, Cottage Street SW and Tapawingo Road SW are in final inspection stage. Several new projects are almost ready to start. Existing VDOT and NVTA grant opportunities continue with new opportunities through Fairfax County and the new HB-2 program, therefore a heavy workload will continue for the foreseeable future.
All the projects above are managed by the Town, however in accordance with the Local Assistance Manual, VDOT has begun requiring full construction paperwork and has audited our construction records on two projects. Vienna's Construction Manager cannot keep up with the technical construction inspection, daily citizen interaction, and the paperwork burden.
The Public Works Administration Division also includes a recently vacant part-time Public Works Inspector position funded through plan review fees, responsible for erosion and sedimentation inspections required by Virginia DEQ. We propose changing this position to full-time with the additional costs charged to VDOT projects. The Inspector would assist the Construction Manager mostly with office paperwork, but would be able to fill-in on projects when the Construction Manager is unavailable.
In addition to the recommended DPW change, the Finance Department will assist by allocating additional reimbursable hours to the part-time Buyer position. Any permanent change to this Finance position will be brought to Town Council with the next budget.
