Consideration of Maple Avenue and Park Street Traffic Signal Reconstruction Grant.

EXPLANATION AND SUMMARY:
With the completion of the reconstruction of the Maple Avenue and Center Street plus the Maple Avenue and Lawyers Road traffic signals, only the Maple Avenue and Park Street signal remains with poles and mast arms on a diagonal. The two-pole mast arm configuration means the signal heads do not line up with the lanes, causing confusion. Some of the signal heads are so close to the stop bars they are difficult for drivers to see. Over the years the additional weight on turn lane signal heads and video detection hardware have overloaded the poles. The pole nearest Noodles & Company collapsed some years back.
VDOT is soliciting applications under the new HB-2 grant program for transportation projects on "Corridors of Statewide Significance." Although Vienna has no experience with this program, VDOT staff believes the signal reconstruction will qualify for funding. The application is filed electronically and a Town Council Support Resolution is required.
One complication is the property at the former BP Station where existing public curb, gutter and sidewalk is on private property without an easement, so right-of-way acquisition will be required.
Departmental Recommendation: Adopt Resolution of support for signal reconstruction project.
Finance Recommendation: Grant funding without a local match is viewed favorably. Recommend approval.

Town Attorney Recommendation: The Town Council may approve the proposed VDOT Resolution in its discretion.
Town Manager's Recommendation: I recommend the Town Council endorse an HB-2 grant application for a Maple Avenue and Park Street Traffic Signal Reconstruction project as presented.
