Approval of Capital Improvement Plan Through 2034.

EXPLANATION AND SUMMARY:
The Town of Vienna Capital Improvement Plan (CIP) through 2030 was adopted in October 2014. During September 21, 2015, work session Council reviewed the CIP through 2034 for modifications as needed as well as reviewed the progress of spending the 2010, 2012 & 2014 bond monies. This year’s bond issuance will primarily cover the remaining funds for the Community Center construction. This issuance will occur in the next couple of months. Accordingly, the Capital Improvement Plan through 2034, as revised at the work session, is presented for approval.
Departmental Recommendation: Recommend approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: N/A
Town Attorney Recommendation: The Town Council may approve the proposed Capital Improvement Plan in its discretion. Any contracts utilizing capital improvement funds will need to be approved by separate specific Council action.
Town Manager's Recommendation: I recommend the Town Council approve the Capital Improvement Plan through 2034 as presented with all of the modifications stated by the Town Council in the September 21st Town Council Work Session, which are 1) updated shading of projects to identifies completed projects to date, 2) the 2028 Bond removes a reference to removing the Dominion Power Substation next to Town Hall and replaces it with a reference to a Parking Garage and 3) the last page removes a reference to $3,900,000 worth of Police Station unmet needs.
