EXPLANATION AND SUMMARY:
Vehicle #93, a pick-up truck in the Parks Maintenance Division is due for replacement within the Vehicle Replacement Program. The replacement of this vehicle is a 2016 Ford F-150, regular cab, pick-up truck which may be purchased for $20,719.20 from Colonial Ford and Truck Sales, Richmond, VA, as they have been awarded eVa contract #E194-73326.
This vehicle is used by the Town Arborist Crew, a pick-up dump insert addition would enable the crew to dump mulch and tree trimmings which must now be shoveled out by hand. An 8' steel dump insert with cab guard is available from R&B Steel Fabrications for $3,035.00.
The VRP estimated cost is $18,727; the actual cost is $23,754.20 with the dump bed. The increased cost can be accommodated as the VRP is anticipating an estimated $10,000.00 savings on FY16 purchases, thus far.
Departmental Recommendation: The Departments of Parks & Recreation and Public Works recommend purchase.
Finance Recommendation: Vehicle individually over budget; however, $5180 has been saved year-to-date on the VRP. This would leave an under budget variance of $153 after this purchase. Recommend approval.
Purchasing Recommendation: The VA State contract is current and rideable. Recommend approval.
Town Attorney Recommendation: The Town may ride the state contract for the proposed vehicle purchase and the Town Council may approve the proposed expenditure of funds in its discrestion.
Town Manager's Recommendation: I recommend the Town Council authorize the purchase of a 2016 Ford F-150 from Colonial Ford and Truck Sales as presented.
