Award of Concrete Curb Contract at two Park Street SE Developer Projects.

EXPLANATION AND SUMMARY:
Town Code §17-67.2 requires installation of sidewalk when a development is adjacent to an existing sidewalk. Implementation works well when curb & gutter already exists.
The development at 1030 Park Street SE (corner of Park and McHenry Streets) is required to install sidewalk along their long frontage. The new home is directly across from Cunningham Park Elementary School and there is enough pedestrian and vehicle traffic at this corner that Public Works recommends taking advantage of this one-time opportunity to eliminate the roadway shoulder by installing curb & gutter. The builder, Simon Cooper of S&S Developers incorporated future curb, gutter and sidewalk in their design. Completing the Town’s portion is estimated at $33,710 and funds are available in the Concrete Repair budget to issue a contract to the on-call concrete contractor, Sagres Construction for the work. For their own convenience and at their own risk, the developer recently authorized Sagres to begin construction before Town Council action or a Vienna Purchase Order.
The new home development at 130 Casmar Street SE (corner of Park and Casmar) is also required to complete the public sidewalk per Town Code §17-67.2 and the builder incorporated future curb, gutter and sidewalk in their design. The new home is one-half block from the Vienna Park apartments and the Cedar Lane Shopping Center plus is on the student walking route for the Cunningham Park Elementary School. There is enough pedestrian and vehicle traffic at this corner that Public Works recommends taking advantage of this one-time opportunity to eliminate roadway shoulder by installing curb & gutter. Departmental Recommendation: Award a $63,484 contract to Sagres Construction to complete the curb at 1030 Park Street SE and 130 Casmar Street SE.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: IFB 16-10 is current. Recommend approval
Town Attorney Recommendation: The Town has an on call construction contract with Sagres Construction and the Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend that the Town Council award a $63,484 contract to Sagres Construction as presented.
