Creek Crossing Road NE Sidewalk Project, Fairfax County MOU.

EXPLANATION AND SUMMARY:
The Fairfax County Transportation Priorities Plan includes pedestrian improvements on one side of Creek Crossing Road NE from Beulah Road to Fairway Drive within the Town of Vienna and on the northeast side of Creek Crossing Road from Millers Lane to Old Courthouse Road in Fairfax County to replace the existing asphalt path with a fully ADA compliant sidewalk. Conceptually along with a new concrete sidewalk, it might make sense to replace the existing ditches with curb & gutter to control the street drainage and provide a separation between the road shoulder and sidewalk. The County's current $2 million project funding includes CA&I taxes collected by the County from Town businesses. More funds will be needed for construction.
A large portion of the project is beyond our municipal boundary, however still within our water service area boundary. Survey and designing the full project at one time is the most efficient. Because the detailed design will be done by our consultant, staff believes the additional out-of-Town work will not be burdensome.
The engineering design approvals involve the Fairfax County Land Development Section, and the Virginia Department of Transportation for the out-of-Town section. The design effort is so large we do not recommend using our on-call engineering services consultants, but a separate project RFP for survey & design services followed by a separate contract award by Town Council in several months.
Staff recommends approval of the attached memorandum of understanding with Fairfax County to fund up to $400,000 for survey and design of the project. The MOU must also be approved by the Fairfax County Board of Supervisors.
