Draft Comprehensive Plan Review

BACKGROUND SUMMARY:
Council will hold a joint work session with the Planning Commission to review the draft of the Comprehensive Plan update and options for handling traffic on Maple Avenue.
OVERVIEW:
The State of Virginia mandates that jurisdictions review their Comprehensive Plan every 5 years. To that end, staff has prepared the attached update of the draft Comprehensive Plan for Council review. The draft reflects the changes to the second draft requested by the Planning Commission and Council members. Staff met individually with Council Members with the entire Planning Commission on March 9, 2016 to review the amendments. Staff has attached;
1) Transportation Options for Maple Avenue
2) Future Land Use Plan Revisions
3) Proposed amended boundary for the Central Business District and Town Square
4) Second Draft Comments and Draft Revision- A cross out/ underline version of the amendments to the text which were review by Council and the Planning Commission. There was a consensus on most changes. Staff will clarify at the work session which items still need discussion and a consensus before being changed.

SUMMARY/STAFF IMPRESSIONS:
We have given special attention to the downtown area between Park and Lawyers which we are now referring to as the "Town Square." The intent of the Town Square is to develop a clear sense of place in the downtown area. This update also includes a much improved format that clearly states Goals, Objectives, Implementation Strategies and Success/ Failure Indicators.
We are truly grateful for the Planning Commission's work in reviewing the draft plan update and for Council's thoughtful comments at our first work session and follow-up meetings.
