EXPLANATION AND SUMMARY:

 

Two years ago a Water and Sewer Rate Study was completed in order to maintain the financial health of the fund; fairly balance consumption and revenue; ensure that rates cover full cost of operations and debt service, which finances capital projects; and underscore Council’s initiative of conservation by incorporating an incentivized rate structure.

 

The Town plans to review the financial health of the fund each year and to adjust rates as needed every other year.  A rate adjustment is needed this year in order to continue to ensure coverage of full cost of operations and debt-service funding.

 

A public hearing is scheduled to provide Town residents with an opportunity to voice comments concerning water and sewer rates.

 

Departmental Recommendation:  Recommend public hearing.

 

Finance Recommendation:  Recommend public hearing.

 

Purchasing Recommendation:  N/A

 

Town Attorney Recommendation:  In accordance with the state and Town codes, the Town Attorney recommends that Town Council conduct a public hearing if it wishes to consider adjusting water and sewer rates.

 

Town Manager's Recommendation:  I recommend the Town Council approve the Water and Sewer rates as presented.
