Request approval of MOU between Vienna Little League and Town of Vienna for use of Yeonas Park during the 2016 July 4th fireworks display

EXPLANATION AND SUMMARY:
For the past several years the Town has hosted the July 4th fireworks display at Southside Park. In order to adequately host the fireworks show at Southside, we are required to use Yeonas Park for spectator viewing. Bill Cervenak, President of Vienna Little League, and the Board of VLL have given permission for the Town to continue using Yeonas Park. The memorandum of understanding is attached. The requested usage time for Yeonas Park has been increased this year in order to provide music and entertainment beginning at 4 pm until the fireworks display at 9:30 pm. The Parks Maintenance Division will complete cleanup of Yeonas Park in time for the next day's activities. In addition, the Town will require Bay Fireworks to provide a certificate of insurance naming Vienna Little League as an additional insured for the duration of the event.
Departmental Recommendation:
The Parks and Recreation Director recommends approving the MOU and authorizing the Mayor or Vice Mayor to sign.

Town Attorney Recommendation: The proposed MOU with Vienna Little League is an updated MOU used successfully in previous years. Town Council may approve the proposed MOU in its discretion.
Town Manager's Recommendation: I recommend that Town Council approve the 2016 Memorandum of Understanding between Vienna Little League and the Town for use of Yeonas Park on July 4, 2016 for the Town's annual Independence Day celebration.
