VDOT Resolutions: Beulah Road Phase II Fund Transfer and FY2013 Revenue-Sharing Grant Funding Confirmation

EXPLANATION AND SUMMARY:
Upon completion of the new sidewalk on Beulah Road NE between Church and Maple Avenue in April 2014, Town Council awarded a survey and design contract to extend the sidewalk on Beulah Road and to connect to the new subdivision sidewalk on Church Street. This project was not in the CIP, and construction funding was to be identified in the future.
VDOT has identified unspent Urban and Revenue-Sharing funds previously allocated to Vienna. These funds can be transferred with Council approval of the attached Resolution.
At its April 4, 2016 meeting, Town Council extended the FY2014 VDOT Revenue-Sharing Agreement for three more years. VDOT also requires a formal Resolution confirming that all previous funding commitments will continue and a confirmation that the Town Manager is authorized to execute project documents. Grant funds are exhausted, but the Resolution is needed to allow time for release of construction contract retainages after one year, followed by final billing to VDOT.
Departmental Recommendation: Approve Beulah Road fund transfer and Revenue-Sharing funding confirmation Resolutions.

Town Attorney Recommendation: Town Council may approve the proposed VDOT sidewalk construction resolution and authorize execution of the project agreement in its discretion.
