Request approval of Transportation Safety Commission-recommended bike Corral along Church Street

EXPLANATION AND SUMMARY:
During a TSC meeting on March 29, 2016, a public discussion was held on the subject of installing bicycle corrals along historic Church Street to help facilitate and encourage bicyclists to patronize businesses along the street.
This is part of the Bicycle Advisory Committee's (BAC) efforts to add bicycle parking on historic Church Street. The BAC found very few options to add bicycle parking off-street, so they identified several potential locations on-street that would take advantage of spaces that are not usable as car parking spaces because of their shorter length (the identified spaces are only 16' - 17' in length as compared to the required 20' length for car parking spaces). Each of these spaces could house between 10-12 bicycles.
Bicycle corrals would be mounted on rails that allow for easy relocation should there be any problems after installation, to facilitate snow removal, or to be relocated to other locations.
Site B1, shown in the BAC report, was recommended by the TSC and includes four bike racks and planter boxes.
Anticipated Town expenses include the rail system for mounting the bike racks, two planter boxes in lieu of bollards, striping paint, and four bike racks (black). The bike racks are being provided to the Town cost-free by the county.
