Award Park and Locust Streets SE Mini Roundabout Construction Contract

EXPLANATION AND SUMMARY:
After receiving notice of a $264,000 grant ($52,800 local match) for a mini-roundabout in April 2015, Town Council awarded a $50,000 survey and design contract. The final design, approved by VDOT and the Federal Highway Administration, will remove the existing stop sign on Locust and install a mini-roundabout in the existing right-of-way to improve safety for pedestrians and bicyclists, reduce traffic congestion, and increase intersection capacity.
On May 10, 2016 five bids were opened for IFB 16-21, Park and Locust Streets - Mini Roundabout UPC 107242. Of those bidders, M&F Concrete, of Manassas VA, was deemed the lowest responsive and responsible bidder with a total bid amount of $292,049.66.
To cover the funding shortfall, Vienna requested a $260,000 (no local match) reallocation of unspent funds from the CMAQ Traffic Signal Reconstruction project, UPC 100489 for the mini-roundabout project.
We recommend award of a $350,460 ($292,049.66 + 20% contingency) construction contract to M&F Concrete.
