Award On-Call Roadway Maintenance funding to Sagres Construction

EXPLANATION AND SUMMARY:
On September 10, 2015 the Town’s purchasing agent opened bids for IFB 16-10, On-Call Roadway Maintenance, with six firms responding. Sagres Construction, of Lorton, VA, submitted the low bid of $3,535,278 and has been deemed the lowest responsive and responsible bidder.
This is the second year of an annual contract. The Department of Public Works is requesting FY17 spending with Sagres Construction in the amount of $200,000. They provide essential road maintenance service for Town operations managed by the Department of Public Works.
Individual project assignments over $20,000 will be brought back to Town Council for approval.
Departmental Recommendation: Recommend funding approval in the amount of $200,000 with Sagres Construction
Finance Recommendation: Recommend approval and account number assignment on the individual project level.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town has competitively bid the proposed on-call roadway maintenance contract, and Town Council may award the contract to Sagres Construction as the lowest responsive and responsible bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the Fiscal Year 2017 spending amount presented with Sagres Construction.
Cost and Financing: Projects will come from various CIP and General Fund accounts as determined by the Director of Finance and Director of Public Works.
