Award On-Call Water Main & Appurtenances Improvement Contract to E.E. Lyons Construction Co., Inc.

EXPLANATION AND SUMMARY:
On April 27, 2016, the Town's Purchasing Agent opened bids for IFB 16-19 Provision & Installation of Water Mains & Appurtenances, with 5 firms responding. E.E. Lyons Construction Co., Inc., of Vienna, VA, submitted the low bid of $1,196,538.50 and has been deemed the lowest responsive and responsible bidder.
At this time, in conjunction with approval of the contract, we request approval in the amount of $350,000 for improvements within the Town's service area. Improvements will consist of repairs to aging infrastructure as well as new provisions to increase functionality of the Town's water system. The tentative list of improvements includes replacing water mains on Courthouse Circle and Echols Street SE as well as placing new inserting valves throughout the system. Improvements will be prioritized based on water main break data and coordinated with concurrent Town projects. The budget estimate for this work is $293,590 plus a 20% contingency totaling approximately $350,000.

Town Attorney Recommendation: The Town competitively bid the contract for the proposed work, and Town Council may approve the contract with E.E. Lyons Construction Co., Inc. for the proposed water main and improvements work and approve expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the contract with E.E. Lyons for water main and improvement work.
