Request Approval to Publish Annual Report of Delinquent Real Estate Properties as of June 30, 2016.

EXPLANATION AND SUMMARY:
Pursuant to Sections 58.1-3921 and 58.1-3924 of the Code of Virginia, Town Council is herewith provided with a certified list of real estate property taxes delinquent as of June 30, 2016; a list of annual taxes of less than $5, totaling $52.23, to be individually written off; and a report showing changes in delinquent balances since June 30, 2016.
At the end of last fiscal year, there were 18 properties with delinquent taxes totaling $38,410.33. This is an increase of $9,412.51 from the previous year.
The list was certified by the Town Clerk in July as required in the State Code. The list of properties that is brought before Council will be updated as of the August 22, 2016 Council meeting date. With Council's approval, a list of those properties, their owners, and balances due as of August 22, 2016 will be published in a local newspaper and posted on the Town's website. County records will be updated with delinquent balances on existing liens, and new liens will be placed on properties that are now delinquent for two years.

Town Attorney Recommendation: Town Council may authorize publication of the list of delinquent tax properties in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the publication of delinquent tax records.
Cost and Financing: Approximately $500 worth of legal advertising to be paid from Finance Department's advertising account.
